In order to create a lower floor, simply go to the layout screen (room arrangement screen), tap on the "Floors" button and add a new floor. Then tap the "Edit" button and drag the newly created floor so it is positioned below your existing floor. All done - you now have a basement. You can add any number of floors under or above the default floor.
